Insurance Bills of Interest Passed in 2025
There were a couple of insurance-related bills passed in the 2025 legislative session that may be of interest:
HB 15 (Rudy) – Driver’s Permit Age: This bill lowers the age of the instructional permit in Kentucky to 15. The current law allows a person to get a learner’s permit (graduated license with restrictions) at age 16, and after 6 months at 16½, a person can test to get a full driver’s license. Thus bill moves the age to 15 so a person can be fully driving with an intermediate license at 15½, and keep that license until the age of 17.
HB 184 (Clines) – Extending the Insurance Regulatory Sandbox: In 2019, the KY General Assembly passed HB 386 to allow for insurance innovation, and that bill was sponsored by IIK’s current President Bart Rowland when he was a legislator. You can read more about that bill here. That law was scheduled to sunset at the end of 2025, but HB 184 extends the provisions of the law to the end of 2030. Some other insurance provisions were also added to this bill as it moved through the process.
SB 63 (Storm) – Street Legal Special Purpose Vehicles- This bill clarifies that street-legal special purpose vehicles will be insured as motorcycles, exempts farm and agricultural vehicles, and limits these vehicles to traveling no more than 20 miles. Additionally, it requires them to be registered with the county clerk after being inspected by the sheriff. Each time one of these vehicles is re-registered, a certificate is required. It also allows local governments to choose whether to participate rather than making it mandatory.
